The Finance and Administrative Services Department handles the city's fiscal affairs. It is responsible for collecting a variety of taxes and fees, issuing over $74 million in checks last year and handling the payroll for more than 1,100 employees and 450 retirees. It also monitors approximately 35 state and federal grants, tracks more than $40 million in general fixed assets and $380 million worth of property, equipment and infrastructure. This department is also responsible for monitoring the annual budget. For fiscal year 2006-2007 the adopted annual budget is $338,440,396. The department is tasked with debt issuance and management. In fiscal year 2005 the department issued in excess of $57 million in revenue bonds for new projects as well as for refunding existing debt. In addition, the department manages investments and issues appropriate accounting and financial reports. The magnitude of the investment portfolio is approximately $130 million in non-pension funds.

The City of Ocala's annual budget for fiscal year 2006-2007 of $338,440,396 is divided among 22 departments and provides for such diverse services as utilities, public safety, recreation & parks and street maintenance to name just a few. Part of the responsibility of this department is to assist departments in ensuring that departmental budgets are administered in a professional manner and are in line with the direction set by the City Council.
The city's annual budget document has been awarded the Government Finance Officers Association's Distinguished Budget Presentation Award for 19 consecutive years.
For 20 consecutive years, the City of Ocala has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada.
