A Unique Approach!
Much has been said about the greater efficiency that is achieved when various levels of government combine their non-governmental operations. The Risk Management Department can attest to this in the function it performs with Marion County, the City of Ocala and several smaller entities, in combining the management of their insurance programs.
What is it?
The Risk Management Department manages the employee insurance programs for Health, Vision, Dental, Life and Disability, and the employer insurance programs for Liability and Workers' Compensation. It also handles the administration of the City and County's self insurance program, analyzes ways to make insurance coverages more cost effective and writes Safety and Insurance Procedures for the City and the County. Through the Interlocal Agreement, Risk Management provides services to all of the Constitutional Officers, as well as contracting services to the City of Belleview, the City of Dunnellon and the Withlacoochee Regional Planning Council, amounting to a combined total of more than 3,000 employees.
Risk Management has been jointly operated by the City of Ocala and Marion County since 1987. For administrative purposes, the office is operated as a department of the City of Ocala, and employees are carried on the City's payroll.

Who is in charge?
The Department is headed by the Director who serves as an ex-officio member and Secretary to the Intergovernment Risk Management Board. This Board is comprised of a County Commissioner, the County Administrator, the City Manager, a senior City department head, a senior County department head, the Sheriff's Chief Administrator and an at-large Constitutional Officer. Administratively, the department reports to the Ocala City Manager or an Assistant City Manager as designated by the City Manager, with policy direction coming from the Intergovernment Risk Management Board.
