City Council

The City of Ocala is governed by the council-manager form of government. Voters elect a five-member city council and a mayor. The mayor serves a two-year term and council members serve four-year terms.

City Council Meeting Information

Council meetings are on the first and third Tuesdays of every month at 4:00 pm. Please check the Public Notices for special called meetings.

Mayor Randy Ewers 

Assuming the office of Mayor in December of 2005, Randy Ewers by trade is an industrial engineer "six sigma black belt" at the fire apparatus manufacturer Class 1.



Council President - Councilman Kyle Kay 

Kyle Kay assumed his City Council seat in December of 2001. He represents District 1, which is the at-large district encompassing the entire city.



City Manager Ricky A. Horst 

The Ocala City Manager is Ricky A. Horst, who assumed the position in September 2008. Prior to coming to Ocala, Horst served nine years as the city manager in South Jordan, Utah. He also has served as city manager in Lynn Haven and Marianna, Florida as well as in Santa Clara, Utah. Additionally, Horst has served as a Parks and Recreation Director, Public Works Director, and Utility Director.



Councilman Charles Ruse, Jr. 

Charles Ruse, Jr., assumed office as the District 3 City Councilman in December of 2005. District 3 is the city's central western district.


Councilman Daniel Owen 

Daniel Owen, a native Ocalan, has served on City Council since December of 2001. He represents District 5, which encompasses the city's far eastern region.


Councilman Kent Guinn 

Kent Guinn represents District 4, which is located in the central eastern section of the City. He began serving his first four-year term in December of 1999.


Councilwoman Mary S. Rich 

Mary Sue Rich has represented District 2 on the Ocala City Council since November of 1995. District 2 encompasses the City's far western section.
